At HTRBA, baseball is about more than wins and losses. It is about development, character, teamwork, and community. Every player deserves a safe, positive, and respectful environment where they can learn the game, build confidence, and create lasting memories.

Our Code of Conduct sets clear expectations for players, coaches, parents, volunteers, and spectators. These standards exist to protect our athletes, support our volunteers, and ensure that HTRBA remains a program our community is proud of.

Participation in HTRBA is a privilege. By being part of our league -- whether on the field or in the stands -- you agree to uphold these standards and help us create the best possible experience for every child.

HTRBA Code of Conduct 

Purpose

HTRBA is committed to providing a safe, respectful, and development-focused baseball environment for all participants. This Code of Conduct establishes the standards of behavior expected of players, coaches, parents/guardians, volunteers, and spectators.

Participation in HTRBA programs constitutes agreement to abide by this Code of Conduct.

HTRBA reserves the right to suspend or remove any individual whose behavior is inconsistent with the standards outlined below.

Core Expectations

All individuals involved in HTRBA activities shall:

  • Demonstrate good sportsmanship, respect, and integrity at all times.

  • Prioritize the physical and emotional well-being of players.

  • Treat all players, coaches, officials, volunteers, and spectators with dignity and respect.

  • Refrain from the use of profanity, abusive language, or threatening behavior.

  • Respect league property and all facilities used for HTRBA events.

  • Remain drug, alcohol, and tobacco free at all HTRBA events.

Coaches and Managers

Coaches serve as leaders and role models within the organization and are held to a heightened standard of conduct.

In addition to the Core Expectations, coaches shall:

  • Create a positive, development-focused environment.

  • Teach and model sportsmanship and teamwork.

  • Provide instruction that is constructive and supportive.

  • Respect and comply with decisions made by league officials and umpires.

  • Never ridicule, intimidate, or demean any player, coach, or official.

  • Avoid any behavior that could endanger a player’s safety or well-being.

  • Demonstrate basic proficiency in baseball fundamentals and required safety procedures.

Failure to meet these expectations may result in disciplinary action up to and including immediate removal from coaching responsibilities.

Parents, Guardians, Volunteers, and Spectators

Parents and spectators play a critical role in shaping the player experience.

In addition to the Core Expectations, they shall:

  • Encourage effort, development, and teamwork over winning.

  • Respect all officials’ decisions.

  • Avoid confrontation with opposing teams, spectators, or coaches.

  • Ensure their children display respectful conduct.

  • Communicate concerns through proper league channels rather than through social media or public confrontation.

Players

Players are expected to:

  • Demonstrate sportsmanship and teamwork.

  • Follow the direction of coaches and officials.

  • Support teammates and respect opponents.

  • Be prepared and on time for practices and games.

  • Use respectful language and behavior at all times.

Prohibited Conduct

The following behaviors may result in disciplinary action:

  • Harassment, bullying, taunting, or threatening behavior

  • Profanity or abusive language

  • Unauthorized entry onto the playing field

  • Throwing objects in anger or frustration

  • Physical intimidation or inappropriate physical contact

  • Use of alcohol, tobacco, or illegal substances

  • Damage to property

  • Social media posts that disparage players, coaches, officials, or the organization

  • Conduct that results in law enforcement involvement

This list is not exhaustive. The Executive Board may address any conduct deemed detrimental to the league.

Reporting and Disciplinary Review

Concerns regarding violations of this Code of Conduct must be submitted in writing to the HTRBA Executive Board via the league’s official reporting channels.

The Executive Board will:

  • Conduct a preliminary review of all written complaints.

  • Provide the involved individual an opportunity to respond.

  • Impose disciplinary action as deemed appropriate.

Disciplinary action may include:

  • Verbal warning

  • Written warning

  • Probation

  • Suspension

  • Removal from participation

  • Permanent prohibition from HTRBA activities

HTRBA reserves the right to impose immediate suspension in matters involving player safety, abuse, discrimination, substance use, or serious misconduct.

Retaliation against any individual who reports a concern in good faith is strictly prohibited.

The decision of the Executive Board shall be final.

Any parent, guardian, player, volunteer, umpire, or spectator may report concerns regarding a coach’s behavior.

How to Report

Concerns must be submitted in writing through one of the following methods:

Verbal complaints will not initiate formal disciplinary review unless followed by written documentation.

Reporting Guidelines

Reports should include:

  • Name of the coach involved

  • Date and location of the incident

  • Description of the behavior or concern

  • Names of any witnesses (if applicable)

  • Contact information of the reporting party

HTRBA will not act on anonymous complaints unless the allegation involves player safety or legal concerns.
